Structure Overview
The organizational framework that guides the Jamaican National HIV/STI Programme in delivering coordinated prevention, treatment, and care services across the island.
Organizational Hierarchy
The National HIV/STI Programme operates through a structured framework that brings together multiple government ministries, sub-recipient organizations, and community-level implementers. This coordinated approach ensures that resources are deployed efficiently and that services reach populations across Jamaica.
The programme's leadership is provided by a dedicated management team, supported by sector ministries that align HIV/STI objectives with broader national health priorities. Sub-recipient ministries and partner organizations extend the programme's reach into communities, enabling targeted interventions and sustained service delivery.
Operational Framework
The programme's operational model integrates several key components that work together to address HIV and STI prevention, treatment, and care:
- Prevention Programmes — Behaviour Change Communication (BCC), targeted interventions for Most At Risk Populations (MARPs), cultural vehicle initiatives, and the PLACE & TCI methodology for identifying high-transmission areas.
- Treatment & Care — Universal access to antiretroviral treatment and comprehensive care services for people living with HIV.
- Enabling Environment & Human Rights — Advocacy and policy work to reduce stigma and discrimination, supporting empowerment and governance.
- Information Centre — Centralized resources including basic facts about HIV and STIs, proposals, and career opportunities within the programme.
This structure allows the programme to maintain a clear chain of accountability while remaining responsive to emerging public health challenges. Regular coordination between the management team, sector ministries, and field-level outreach officers ensures that data from initiatives such as PLACE & TCI — which deploys 50 PLACE Outreach Officers — informs strategic decision-making at the national level.
Collaborating Sectors
The programme's structure includes sub-recipient ministries that bring specialized expertise and infrastructure. These collaborations strengthen the national response by embedding HIV/STI services within existing government systems, from health facilities to educational and social support networks.
